Thank you all for the response and feedback for my earlier post about Electricity Usage Tariffs in TN. This post is in response to the query raised by Arun Kumar in my previous post. He has rightly pointed out that many people were puzzled about this Additional Deposit being charged by the TNEB and it is true that most of us didn't know how it is being calculated.  I just gone through few articles, TNEB sites and got to know few things about Additional Deposit, otherwise called as ACCD (Additional Current Consumption Deposit) which I am sharing below. All the points below were just my interpretation of the facts found in the sites referred at the bottom and I cannot assure the correctness of the same. 

What is ACCD & When it is assessed ? 

• ACCD - Additional Current Consumption Deposit is like a caution deposit (Refundable) which is found in excess of what was already paid as "Consumption Deposit". The difference amount will be collected in the following manner.
• The adequacy of security deposit may be reviewed and refixed once in a year in case of HT (High Tension) consumers and 
• Once in every two years in case of LT (Low Tension) consumers.
• It shall be made in the month of April / May 
• Most of the home and domestic consumption were of LT and hence our household ACCD will be assessed once in two years.

Calculation of ACCD (Additional Deposit) Amount : 

The amount of security deposit shall be based on the periodicity of billing for the respective category.

A. For Monthly Billing Consumers : 

The Security Deposit is equivalent to two times of the monthly average of the electricity charges for the preceding twelve months.

Ie. ACCD = 2 x ( Total of Last 12 months Consumption Charges / 12 )

Amount to be collected now as ACCD = ACCD (As Calculated above) Less Current consumption deposit paid already.

Eg : If you paid Rs. 12,000 (Totally) for the past 12 months, then your average monthly EB Charges will come to Rs.1,000 per month. And the ACCD as calculated above will be Rs.2,000 ( 2 x Rs.1,000 ). If you have already paid Rs. 1,000 as consumption charge, the amount which you need to pay now is Rs.2,000 - Rs.1,000 = Rs.1,000.

B. For Bi-Monthly Billing Consumers (Most of the households and domestic usage comes under this category) :

The Security Deposit is equivalent to three times of the monthly average of the electricity charges for the preceding twelve months.

Ie. ACCD = 3 x ( Total of Last 12 months Consumption Charges / 12 )

Amount to be collected now as ACCD = ACCD (As Calculated above) Less Current consumption deposit paid already.

Eg : If you paid Rs. 12,000 (Totally) for the past 12 months, then your average monthly EB Charges will come to Rs.1,000 per month. And the ACCD as calculated above will be Rs.3,000 ( 3 x Rs.1,000 ). If you have already paid Rs. 1,000 as consumption charge, the amount which you need to pay now is Rs.3,000 - Rs.1,000 = Rs.2,000.

C. For Half-Yearly Billing Consumers : 

The security deposit is 

equivalent to seven times of the average charges per month.

Ie. ACCD = 7 x ( Total of Last 12 months Consumption Charges / 12 )

Amount to be collected now as ACCD = ACCD (As Calculated above) Less Current consumption deposit paid already.

Eg : If you paid Rs. 12,000 (Totally) for the past 12 months, then your average monthly EB Charges will come to Rs.1,000 per month. And the ACCD as calculated above will be Rs.7,000 ( 3 x Rs.1,000 ). If you have already paid Rs. 1,000 as consumption charge, the amount which you need to pay now is Rs.7,000 - Rs.1,000 = Rs.6,000.

Rules regarding the Additional Deposit : 

• If available deposit is less than the revised Security deposit, the balance shall be collected as Additional Security deposit either through a separate notice or by a distinct entry in the consumer meter card for LT services. 
• Thirty days notice period shall be allowed for the payment. 
• If the payment is not received within the above period of thirty days, the service is liable for disconnection.

What if the available deposit (Already Paid) is in excess of what is being calculated as above ? 

• If the amount of Security deposit held is found to be in excess of the requirement, the excess shall be adjusted against two future demands for the electricity supplied. 
• Where, after such adjustment in future two demands, there is balance to be refunded, the refund shall be made by cheque before the due date for payment of the third demand.

Conclusion : 

Hope this post helps you to find out what is ACCD and how it is being calculated. As pointed above, these are just my own interpretations of the facts which I found through the sites reffered at the bottom.
